The Hsinchu County Council is the highest organization of public opinion, and is formed of 34 councilpersons elected from local townships within the county. Every councilperson voices the hope and wishes in local development of people of a particular district. At the council, the wishes and opinions from people are processed and the county government is checked in terms of the following processes: “motion, interpellation and review.” This way, we can ensure and improve the benefits of local citizens, and it is the common mission of all councilpersons. 
 
“Professionalism, Care and Service” are the basic political thoughts of Pichin. Beginning from a citizen representative of Chubei City, I understand best the voice of citizens at the basic level. Thanks to the support and recognition of my fellow citizens for my past performances, I was elected councilperson for this session. By winning the support and recognition from my fellow councilpersons for my belief in “professional interpellation, care for the underprivileged and sustainable service”, I was elected as speaker of the 16th Hsinchu County Council. It a great honor, yet it is also responsibility. Therefore, I will guide the county council to check the government, to balance local development, to emphasize education and to care for social welfare policies with the authority assigned to the public opinion organization based on the Local Government Act. This is to make Hsinchu County a true technology, cultural and University City, to achieve urbanization of rural areas and ruralization of urban areas, to create the space and environment optimal for citizens to live in, and to make fellow citizens the happiest citizens in the country. 
 
Service is my happiness and care is my pleasure. The wishes of fellow citizens are my incentives and goals. In order to provide direct access for fellow citizens to speak so as to collect more public opinions as a reference for interpellation and to let fellow citizens understand the authority of the council and how it operates, I will urge the council to establish a website immediately after I inaugurate my office.
